This is definitely a true statement, but it does bring a bit of negativity to the idea of traveling to Colombia. I have been to Colombia and throughout South America many times and Cartagena, Colombia is one of the safest and most beautiful cities I have ever been to. The city is an Unesco World Heritage Site and named by Frommers in 2009 as one of the top destinations to visit in the world!
